Main Function: With minimal supervision, as part of a leadership team and in keeping with L’Arche Syracuse’ mission, policies and procedures, professional standards, and applicable regulations, use own experience and judgment to carry out the mission of the certified residential programs. Responsibility includes oversight of assigned personnel, properties, implementation of Individual Service Plans and management of day-to-day operations. Contact with the public is moderate. 

Duties and Responsibilities: 

  1. Monitor the provision of services for participants. 
  • As a Qualified Intellectual Disability Professional (QIDP) of this IRA program, ensure that current IRA Habilitation plans for individuals receiving services are developed, implemented, distributed and maintained per L’Arche’s standard 
  • Develop a system to communicate with core members and families/advocates to monitor satisfaction with services and ensure services are implemented as described in Habilitation plan (John does most of this). 
  • In collaboration with the Executive Director, host periodic meetings with core member families/advocates.  
  • Working with the Quality Assurance Coordinator, develop and implement a Quality Assurance program for periodic monitoring of both paperwork and implementation of Habilitation Plans, including random observation of services 
  • Implement the core member intake/discharge process for the certified residential program per required procedures 
  • Work collaboratively with the nursing staff to ensure medical oversight of individuals residing at the IRA and that all medical and/or specialist recommendations are completed 
  • Regularly review cleanliness of homes and refer repairs and maintenance issues to Office Manager. 
  • Ensure that medication, behavioral interventions and emergency safety procedures are developed and practiced and revised as needed.  Monitor fire evacuation drill log (protective oversight) and in collaboration with the nurse, ensure medication monitoring and behavior plans are current. 

  1. Manage program expenses in keeping with budget guidelines.   
  • Collaborate with E.D. and House Coordinators to create house budgets. 
  • Monitor house budgets, financial reports, expenses. 
  • Monitor House Coordinator and Assistant timesheets to reduce overtime 
  • Ensure monthly billing is completed accurately and submitted to AccessCNY. 
  • Ensure that core members’ rights are protected with regard to their money and personal possessions.  

  1. Maintain appropriate records and prepare necessary reports. 
  • Ensure that all required documentation is completed with required elements and maintained, including service notes, monthly notes, habilitation plans, billing etc.  Ensure required documents such as the Life Plan, Staff Action Plan (SAP), DDP1, DDP2, and Level of Care of Eligibility Determination (LCED) are current and in the core member’s record 
  • Complete required reports including annual risk assessment and any other reports as directed by Executive Director. 
  • Ensure incident reports are completed in a timely manner and safeguards and recommendations are implemented 
  • Ensure individuals are assessed for fire evacuation skills and fire drill reports are completed accurately and timely 
  • Complete participant satisfaction interview annually and analyze results 
  • Monitor the implementation of Plans of Corrective Action (POCA) 
  • Establish and maintain internal and external communication mechanisms and contacts needed to facilitate program operations. 

  1. Supervision of assigned staff 
  • Supervise House Coordinators and other assigned staff in the certified residential program 
  • Implement a system for ongoing Coordinator and Assistant meetings 
  • Develop and ensure implementation of an orientation and ongoing training program for employees assigned to the certified residential program 
  • Oversee the recruitment, interviewing and hiring process for the department   
  • Provide ongoing direction, training, support and performance evaluation for House Coordinators and Assistants. 
  • Document performance concerns and follow up with disciplinary action as needed.  Work in conjunction with the Executive Director. 

  1. Community and Teamwork 
  • Establish and maintain rapport with appropriate OPWDD, CNY Developmental Disabilities Regional office (DDRO) and other local providers   
  • Work collaboratively with AccessCNY to facilitate partnership, including serving on the Incident Review and Corporate Compliance committees. 
  • Work collaboratively with core members, families, program staff, co-workers and supervisor 
  • Participate in L’Arche community meetings, Support Team meetings, House Team meetings (where needed)  
  • Participate in development of training programs and implementation of training of House Coordinators and Assistants 
  • Participate in opportunities to learn more about alternative options in an effort to develop and/or expand new and current program as appropriate 
  • Participate in L’Arche Syracuse events (Tuesday Prayer, Potluck Dinners, Days of Reflection, Community Picnic, Family Day, Board Appreciation Dinner, fundraising events) and L’Arche USA and L’Arche International events. This includes serving on mandate and other teams.  

  1. Trains and ensure implementation of L’Arche standards and procedures. 
  • In collaboration with AccessCNY, ensure training of House Coordinators and Assistants on L’Arche’s standards and procedures 
  • In collaboration with the Executive Director and the Pastoral Minister, ensure formation of House Coordinators and Assistants in L’Arche’s mission and spirituality.  
  • Maintains compliance and ensure department staff maintain compliance with applicable rules and regulations 
  • Provides and ensures department staff provide person-centered, quality services 
  • Participates in external audits (OPWDD) and exit conferences 
  • In conjunction with Quality Assurance Coordinator, develop and implement an internal audit and quality enhancement program 
  • Work collaboratively with the Executive Director to analyze any “statements of deficiency” and write any required ‘plans of corrective action’ for assigned service area 

7. Other duties as assigned 

Education/Experience: 

Bachelor’s degree in human service discipline plus one year experience working with people with disabilities required.   2 years supervisory experience required.  Position requires good verbal and written communication skills.  Public experience preferred.  Must be able to demonstrate teamwork and professionalism.  Basic word processing and e-mail skills are required.  Knowledge of OPWDD services/regulations preferred.   

Conditions of Employment:  

Must possess valid New York State driver’s license and transportation necessary to meet program needs.  Must be available for occasional early morning, evening or weekend functions and share on-call responsibilities.  Must be able and willing to demonstrate direct care duties, including personal assistance.  Must be able to lift 50 pounds.  Must participate and meet established requirements in a database check through the Division of Criminal Justice Services as defined by the State of New York, Office of People with Developmental Disabilities, Chapter 575 of the Laws of 2004. Must participate in successful database checks through the HHS Office of Inspector General, Excluded Parties List System, New York Office of Medicaid Inspector General and Specially Designated Nationals.

Compensation and Benefits 

The salary range for this position is $62,000 to $72,000 depending on experience and training. L’Arche offers an outstanding health insurance plan in which L’Arche currently pays 96% of the deductible.
